The Critical Role of Public Procurement

Please join the Nature Coast Public Purchasing Association for our first event of 2026, where we will be giving you an update on our Chapter's development and discussing The Critical Role of Public Procurement with Professor Raoul Lavin.
Mr. Lavin brings more than 34 years of experience in state and local government. He began his career with the Florida Department of Revenue and spent nearly three decades with the City of Tallahassee, retiring in 2022. During his tenure, he held senior and executive leadership roles, including Budget Director, Director of Management & Administration, and Assistant City Manager. He also served on the organization’s executive leadership team, helping to set strategic direction. In these roles, he regularly engaged with elected officials, community partners, and key stakeholders to advance organizational priorities and support strategic initiatives.
Since 2014, Mr. Lavin has served as an adjunct faculty member at Florida State University’s Askew School of Public Administration and Policy while working for the City of Tallahassee. Following his retirement from the city in 2022, he transitioned to a full-time faculty role in 2023. He currently serves as Co-Director of the Master of Public Administration (MPA) program and as a full-time teaching faculty member.
